i feel your pain. after listening to BLACKMILK throw it down on a few tracks, i try to emulate but have a tricky time. lots of times i just experiment by droppin out the eighth beat and/or repeating the 7th beat twice in the sample.
also, maybe some more ppl could help out on this, but it seems certain soul samples sound the best chopped up a lot...so maybe find the right sample than just experiment for like 2 hrs.
Fruity slice is pretty tough to work with man. I recommend downloading recycle... Not sure if those files can be used with FL though. It's worth a try. Recycle is super easy and does everything you need it to.
I only came accross this a few days ago but there's another built in sampler in fl studio (7) called "Direct Wave" not sure if you can chop in it, but you can chop your samples in Fl Slicer and drag each slice into Direct Wave.
It's a lil' easier to manipulate samples in DW I find.
foreal, i dont think fl slicer can help u any better than a knife could when it comes to chopping samples. i say download audacity and go through and manually chop them , it may take longer but u have 100 percent control over what gets chopped

they can when you use phatmatik pro, kinda like a drum machine emulator
you just load it up the same way and your chops are all there
